I believe iSpring Free can be used for personal use but not commercial use.

It converts a PowerPoint presentation to a Flash file and Flash files should
be, in my opinion, playable in any learning platform. I work with Moodle and
they play extremely well. You can also create a SCORM compliant learning
object using iSpring which will link with assessment in a SCORM compliant
learning platform. The object is basically a Flash file but with manifests
supporting SCORM.

Sounds complicated but basically you create your PowerPoint, use iSpring to
add test questions and convert to SCORM compliance. If you use Moodle, you
upload your SCORM presentation as an activity and Moodle knows how to
deliver the resource. A user completing the SCORM presentation and test
successfully is credited in their Gradebook which is then accessible to
teacher/parent depending on how you have implemented Moodle.
