Why shouldn't it? The current assessment system has the structure and
capacity to to be adapted to almost any scenario you could think of in
ICT (or any subject).  If we take Web Software and Collaborative
technologies units from the National Occupational Standards and
integrate them into the NC POS and APP assessment, we can make
qualifications that will track progress in the capability in using
e-learning technologies as well as the processes and strands in
information handling in the NC. This needs no more than configuring
things in the National Frameworks as they exist to-day.

The e-strategy concentrates a lot on an aspired end point of people
using e-portfolios, learning platforms etc. Complex procurement
frameworks and money for software abound but by comparison there is
virtually no consideration given to developing people (learners and
teachers) and the learning that needs to take place to enable success.
All the structures are there, the question is how long it will take
for lifelong learning to become a reality in enabling people to adapt
to new ways of working.

I'd say we have to get people off the desktop for general productivity
and on to the web before working habits change enough for routine use
of e-portfolios and certainly if e-portfolios are to realise their
potential in supporting the learning process. A long way to go and a
lot of entrenchment and lock-in to the old paradigm in the UK at
least.
