Yes, Ian, this is my whole point as repeated many times throughout my blog.
As I wrote only last week, "Despite all the intelligence, wisdom and
experience of our noble institutions it would appear that educationists are
still saying, 'Here is a tool, what can we do with it?' rather than teachers
saying to the developers, 'This is what we want to do, get on and give us
what we want.'"

When we stop focusing on buying technologies and worrying about
procurement frameworks and we start promoting learning through the use
of collaborative technologies displacing three part lessons delivered
from the front of the class, we might make quicker progress.
