[Advisory] Parental Engagement and Quality of Access?

Last August on the Becta Collaboration site I asked the following:
For several years now we have been saying that those responsible in schools
should do a regular audit of student/family posession of ICTs. Schools have
invariably set up some sort of survey or audit of what facilities they have
at home but less so in terms of remote access. To some extent we have been
speculating as to what is in reality happening. We get anecdotal evidences
- some schools are more keen to boast about the number of home accessions of
their VLE than others, but the purpose, duration and quality of that access
may be quite nondescript.
I was reminded of this quite forcibly, early this Monday morning, by a post
from a forum in New Zealand. Specific questions are asked which, I suspect
schools should be answering here:
* what is the connectivity level that each school has - eg prioritised
2Mb symmetric or ... ?
* what levels of inbound and outbound bandwidth does this relate to
per family for each school? (Many services are asymmetric.)
* what services hosted at the school could / do students and families
access?
* what services hosted by others on behalf of the school could /do
students and families access?
* what level of bandwidth is available to these external hosting
companies?
* how many potential families would each external host be expecting to
support?
* how many simultaneous accesses would each home connection be
expected to support? (In my family there are 4 of us and right now 3 PCs
and one MacBook are hammering away at the internet.)
Perhaps someone would be brave enough to use/modify this set of questions
for the UK scene? Or does anyone want to encourage/support me in this
foolhardy venture?
Further questions then arise such as: Having got good access what do we
expect parents to use it for? How can we get parents to be more engaged
with their child(ren)'s learning?
